One of the tasks which the European Commission has set itself in order to create the Digital Single Market (DSM) is modernisation of copyright rules to make them fit the digital age. The long awaited Proposal for the Directive on Copyright in the DSM presented on 14 September 2016 aims to achieve three objectives: wider cross-border access to content online, increase in use of copyrighted content in education, research and cultural heritage, and a well-functioning marketplace for copyright.
The workshop aims to explore two aspects of the Proposal corresponding to the third objective. First, the creation of an ancillary (neighbouring) right for press publishers, which aspires to support quality journalism and citizens' access to information by securing sustainability of press publishing sector. Secondly, new obligations for information society internet providers (open platforms, user-generated content and social media sites), designed to address the problem of a value gap between content producers and online intermediaries.
The workshop provides a forum for discussion and exchange of opinions between policy makers and academics, as well as representatives of business and non-governmental sector. It consists of both panel presentations and roundtable discussions, inspiration for which will be provided by prominent keynote speakers from European Commission and European Parliament.
